MEMAHAMI KEMBALI KONSEP DASAR DEKONSENTRASI DAN DESENTRALISASI

Although decentralization has been the major theme in the field of public administration within the last five decades, there is still diverse understanding of it. One of the confusions is that decentralization is frequently perceived contrary to the deconcentration. Such confusion leads to the imbalance in theoretical sources and policy framework on deconcentration compared to decentralization.To provide a deeper picture on deconcentration and decentralization, this paper tries to elaborate the fundamental idea of the deconcentration and decentralization, its impact and relationship, its historical development, as well as its difference in the notion of power sharing among levels of government.

Meskipun desentralisasi telah menjadi tema utama di bidang administrasi publik selama lima dekade, namun masih sering ditemui adanya perbedaan pemahaman mengenai hal ini. Salah satu yang menimbulkan kebingungan adalah bahwa desentralisasi sering dianggap sebagai konsep yang berlawanan dengan dekonsentrasi. Hal ini mendorong ketidakseimbangan dalam sumber-sumber teoritis maupun kebijakan antara dekonsentrasi dengan desentralisasi. Untuk menyajikan gambaran lebih dalam mengenai dekonsentrasi dan desentralisasi, tulisan ini mencoba untuk menggali ide dasar dekonsentrasi dan desentralisasi, dampak dan hubungannya, sejarah perkembangannya, serta perbedaannya dalam hal pembagian kewenangan antar level pemerintahan.
